The reviewed Shop image shows Stock: 0 and NO STOCK for Numbers. That is an availability message, not proof that your account is missing a completion title or a letter requirement.
Wait for the Shop countdown to finish, then inspect the listing again. A completed countdown is not a promise that a particular item will be available on the next refresh.
Balance and stock are separate checks. Earning more Cash does not answer a sold-out listing. Keep the currency until there is an available purchase that matches your goal.
